Staff failing to pass examination
পরীক্ষায় অকৃতকার্য হওয়া স্টাফদের ক্ষেত্রে করণীয়
(a) Drivers who fail twice in the refresher courses, and thus cannot be furnished with competency certificates, should be demoted as shunters for a period of 12 months in the first instance. This action should be taken in accordance with the procedure prescribed in the Efficiency and Discipline Rules , During the period of reduction they should be detailed for one or more refresher courses and those who pass should be promoted back to their normal posts on the expiry of the period of reduction , and the others should be taken up for permanent reduction as shunters on being declared as not capable of passing the courses.
(ক) যেসকল ড্রাইভার রিফ্রেসার কোর্সে দুইবার অকৃতকার্য হন এবং যার ফলে তাদের যোগ্যতা সনদ প্রদান করা সম্ভব হয় না, তাদের প্রাথমিকভাবে ১২ মাসের জন্য শান্টার পদে পদাবনতি করা হবে। এই ব্যবস্থাটি 'দক্ষতা ও শৃঙ্খলা বিধি' (Efficiency and Discipline Rules) অনুযায়ী গ্রহণ করতে হবে। পদাবনতির এই সময়কালে তাদের পুনরায় এক বা একাধিক রিফ্রেসার কোর্সে পাঠানো হবে এবং যারা পাস করবেন তাদের পদাবনতির মেয়াদ শেষ হওয়ার পর পূর্বের পদে ফিরিয়ে আনা হবে; আর যারা কোর্স সম্পন্ন করতে অক্ষম বলে ঘোষিত হবেন, তাদের স্থায়ীভাবে শান্টার পদে পদাবনতি করার বিষয়টি বিবেচনা করা হবে。
(b) Shunter passed drivers, who fail in the refresher courses twice, should not be employed as drivers till such time as they pass the course and earn the competency certificates. They should be detailed for refresher courses to enable them to pass. If they are declared as incapable of passing teh course, then the question of condemning them,for promotion as drivers. permanently should be taken up.
(খ) শান্টার থেকে ড্রাইভার পদে উন্নীত হওয়া কর্মীরা যদি রিফ্রেসার কোর্সে দুইবার অকৃতকার্য হন, তবে তারা রিফ্রেসার কোর্সে পাস করে যোগ্যতা সনদ অর্জন না করা পর্যন্ত তাদের ড্রাইভার হিসেবে নিয়োগ করা যাবে না। তাদের পাস করার সুযোগ দিতে পুনরায় রিফ্রেসার কোর্সে পাঠানো হবে। যদি তারা কোর্সটি সম্পন্ন করতে সম্পূর্ণ অক্ষম বলে ঘোষিত হন, তবে তাদের ড্রাইভার হিসেবে পদোন্নতির সুযোগ স্থায়ীভাবে বাতিল করার বিষয়টি বিবেচনা করা হবে।
