সাধারণ নিরাপত্তা ব্যবস্থা : ৩০১ :
General Safety Measures : 301 :
(ক) শপ এবং শেডের দায়িত্বে থাকা তত্ত্বাবধায়ক কর্মীদের সর্বদা তাদের অধীনে কর্মরত কর্মীদের বোঝাতে সচেষ্ট হতে হবে যে, দায়িত্ব পালনের সময় নিজেদের নিরাপত্তা নিশ্চিত করার জন্য সময়ে সময়ে জারি করা সমস্ত নিয়ম ও নির্দেশাবলী কঠোরভাবে মেনে চলা অত্যন্ত জরুরি। যেকোনো ধরনের ঝুঁকি নেওয়ার প্রবণতা দৃঢ়ভাবে বন্ধ করতে হবে।
(a) Supervising staff in charge of shops and sheds should endeavour at all times to impress on staff working under then, the absolute necessity for scrupulously observing all rules and instructions issued from time to time to ensure their safety while performing their legitimate duties. Any tendency to take risks must be firmly checked.
(খ) কর্মকর্তা এবং তত্ত্বাবধায়ক কর্মীদের মাঝে মাঝে তাদের ওয়ার্কশপ বা শেডগুলোতে 'নিরাপত্তা প্রথম' (safety first) পরিদর্শনে যাওয়া উচিত, যাতে সম্ভাব্য বিপদের উৎসগুলো চিহ্নিত করা যায় এবং কর্মীদের সতর্ক করা বা প্রতিকারমূলক ব্যবস্থা নেওয়া যায়। (গ) তত্ত্বাবধায়ক কর্মীদের অবশ্যই তাদের অধীনে কর্মরত কর্মীদের দ্বারা নিম্নলিখিত নিরাপত্তা সতর্কতাগুলো মেনে চলার বিষয়ে জোর দিতে হবে।
(b) Officers and supervising staff should occasionally go round their workshops or shed on safety first inspections, so that possible sources of danger are noticed , and the staff warned, or remedial measures applied. (c) Supervising staff must insist on the following safety precautions being observed by staff working under them.
(১) পোর্টেবল গ্রাইন্ডিং হুইল (ঘূর্ণনশীল শান দেওয়ার চাকা) ব্যবহার করার সময় কর্মীদের অবশ্যই গগলস (সুরক্ষা চশমা) পরতে হবে।
(i) Goggles must be worn by staff whole using portable grinding wheels.
(২) বৈদ্যুতিক বা অক্সি-অ্যাসিটিলিন প্ল্যান্টের মাধ্যমে ওয়েল্ডিং (ঝালাই) করার সময় এবং কাটার কাজ করার সময় সমস্ত ওয়েল্ডারদের উপযুক্ত গগলস ব্যবহার করতে হবে।
(ii) Appropriate goggles should be used by all welders whilst welding either by electric or oxyacetyline plant, and also while cutting with the later.
(৩) গ্রাইন্ডিং হুইলগুলো ঠিকঠাক এবং ত্রুটিমুক্ত আছে কি না তা প্রতিদিন পরীক্ষা করতে হবে। হাত বা আঙুলের দুর্ঘটনা এড়াতে সর্বদা গার্ড লাগিয়ে রাখতে হবে এবং টুল রেস্টটি চাকার খুব কাছাকাছি রাখতে হবে।
(iii) Grinding wheels should be examined daily to see that they are sound and true. Guards must always be fitted and tool rests must be close to the wheel, so as to prevent accidents to fingers or hands.
(৪) ক্রেন দিয়ে ইঞ্জিন বা টেন্ডার ফ্রেম ওপরে তোলার পর তার নিচে কোনো কর্মীকে কাজ করার অনুমতি দেওয়া যাবে না।
(iv) Men should not be allowed to work under engine or tender frames while they are lifted by cranes.
(৫) স্টিম হ্যামার ব্লক বা ড্রপ স্ট্যাম্প সচল বা চালু থাকা অবস্থায় হাত দিয়ে তার ওপর কোনো কিছু রাখা কঠোরভাবে নিষিদ্ধ।
(v) Placing anything on a steam hammer block or drop stamp by hand, when the same is under power, is strictly forbidden.
(৬) ওভারহেড ক্রেন দ্বারা মালামাল স্থানান্তরের সময় কর্মীদের নিরাপদ দূরত্বে থাকতে হবে।
(vi) Staff should keep at a safe distance from materials being transported by overhead cranes.
(৭) রিভেট চিপিং বা কাটার সময় মপস (mops/সুরক্ষা কভার) ব্যবহার করতে হবে। রিভেটের মাথা এবং টুকরোগুলো যাতে অন্য কর্মীরা কাজ করছেন এমন দিকে ছিটকে না যায়, সে বিষয়ে কর্মীদের সতর্ক করতে হবে, কারণ এতে দুর্ঘটনার ঝুঁকি থাকে।
(vii) Mops should be used when chipping or cutting rivets. Staff should be warned regarding the risk of accidents if rivet heads and chips are allowed to fiy in the direction where other staff are working.
(ঘ) তত্ত্বাবধায়ক কর্মীদের তাদের অধীনস্থ লোকদের মধ্যে এমন চিন্তাভাবনা এবং বিবেচনাবোধের অভ্যাস গড়ে তুলতে উৎসাহিত করতে হবে যা তাদের নিজেদের এবং অন্যদের আঘাত বা দুর্ঘটনা থেকে রক্ষা করবে।
(d) Supervising staff should encourage habits or thought and consideration in their men which will prevent injuries to themselves and to others.
(ঙ) তত্ত্বাবধায়ক কর্মীদের তাদের অধীনস্থ লোকদের মধ্যে এমন চিন্তাভাবনা এবং বিবেচনাবোধের অভ্যাস গড়ে তুলতে উৎসাহিত করতে হবে যা তাদের নিজেদের এবং অন্যদের আঘাত বা দুর্ঘটনা থেকে রক্ষা করবে।
(e) Supervising staff should encourage habits of thought and consideration in their men which will prevent injuries to themselves and to others.
(ঙ) তত্ত্বাবধায়ক কর্মীদের তাদের অধীনে কর্মরত নিরক্ষর কর্মীদের নিরাপত্তা সংক্রান্ত আদেশগুলো বুঝিয়ে বলার জন্য বিশেষ যত্ন নিতে হবে।
(e) Supervising staff must take special pains to explain the orders regarding safety measures to illiterate staff working under them.
