(ক) সাধারণ চিঠিপত্রে কাজ চলে গেলে টেলিগ্রাম পাঠানো যাবে না। কোনো কর্মচারী এই নিয়ম অমান্য করলে তাকে উক্ত বার্তার খরচ বহন করতে হবে। ব্যক্তিগত প্রয়োজনে পাঠানো এবং রেলওয়ের স্বার্থের সাথে সংশ্লিষ্ট নয় এমন টেলিগ্রামের ক্ষেত্রেও একই নিয়ম প্রযোজ্য হবে।
(a) Telegrams must sent if a letter would suffice, staff po observing this rule will be required to pay the cost of such message. Telegrams of a personal nature and not in the interests of the Railway will be similarly dealt with.
(খ) টেলিগ্রামের ভাষা যথাসম্ভব সংক্ষিপ্ত ও সুনির্দিষ্ট হতে হবে। যেখানে নির্দিষ্ট কোড ব্যবহারের নির্দেশনা রয়েছে, সেখানে উপযুক্ত কোড ব্যবহার করতে হবে।
(b) Telegrams must be as short and concise as possible. Codes where prescribed and suitable must be used.
(গ) কেবল অত্যন্ত জরুরি ও প্রয়োজনীয় ক্ষেত্রেই কোনো টেলিগ্রামকে 'জরুরি' (Urgent) হিসেবে চিহ্নিত করতে হবে।
(c) Telegrams must only be classed as urgent when necessity exist for such classification.
(ঘ) রেলওয়ের তারবার্তায় ব্যবহৃত সবচেয়ে গুরুত্বপূর্ণ প্রিফিক্স (prefix) হলো 'XXR'। এটি লাইনে থাকা অন্য যেকোনো বার্তার চেয়ে অগ্রাধিকার পায় এবং এই প্রিফিক্সযুক্ত বার্তা পাঠানো হলে লাইনের অন্যান্য সমস্ত যোগাযোগ অবিলম্বে বন্ধ করতে হবে। এই প্রিফিক্সের উদ্দেশ্য হলো কোনো স্টেশনকে আসন্ন বিপদ বা জরুরি অবস্থা সম্পর্কে সতর্ক করা; যেমন—কোনো চলন্ত ট্রেনকে পরবর্তী স্টেশনে থামানো বা লাইনে কোনো দুর্ঘটনার কারণে পরবর্তী ট্রেনগুলোর চলাচল বন্ধ রাখার নির্দেশনা দেওয়া।
(d) XXR is the most important prefix in use on Railway wires, are takes precedence of everything on the wire, and whenever it is given, all other communication must immediately cease. The object of this prefix is to warn a station fo impending danger and emergency ,as for instance that a passing train may be stopped at the next station. or upon any accident blocking the road, it may be advisable to stop following trains.
(ঙ) 'XR' প্রিফিক্সটি কেবল এমন জরুরি পরিস্থিতিতে ব্যবহার করা হবে যেখানে কোনো আসন্ন বিপদ না থাকলেও সময়ের গুরুত্ব অনেক বেশি; যেমন—দুর্ঘটনা, ট্রাফিক নিয়ন্ত্রণ, পাইলট ট্রেনের চলাচল, বিশেষ ট্রেনের নোটিশ বা ভুল সংশোধন।
(e)XR is only to be used in cases of emergency, where although no danger is impending , time is of great importance , as in case of accidents, restrictions of traffic, movements of pilots, notice of specials, correction of errors,
(চ) এটি গুরুত্ব সহকারে বুঝতে হবে যে রেলওয়ে সার্ভিসে পাঠানো সমস্ত বার্তা অবশ্যই জরুরি প্রকৃতির হতে হবে যার জন্য টেলিগ্রাম ব্যবহার করা আবশ্যক। অন্যথায় সাধারণ ট্রেন সার্ভিস বা ট্রেন মেসেজ সিস্টেম ব্যবহার করা যেতে পারে। সিগন্যালারদের ভুলভাবে শ্রেণিবদ্ধ করা টেলিগ্রামের ক্লাস কোড পরিবর্তন করার কোনো কর্তৃত্ব নেই; এগুলো আলাদা খামে ভরে 'টেলিগ্রাফ চেক অফিস'-এ পাঠাতে হবে।
(f) It should be carefully understood that all messages sent on Railway service should be of an urgent nature, necessitating the use of the telegraph, where otherwise the Train Service or Train message system may be utilized. Signallers are not authorized to alter the class code of messages improperly classed telegrams in a separate cover to be dealt with by the Telegraph Check Office.
(ছ) সময়ে সময়ে প্রকাশিত ওয়ার্কিং টাইম টেবিলে নির্ধারিত কোডগুলো অবশ্যই ব্যবহার করতে হবে এবং বর্তমানে ব্যবহৃত টেলিগ্রাফ কোড বুকগুলোর দিকে দৃষ্টি আকর্ষণ করা হচ্ছে। তবে অন্য কোনো রেলওয়ের (Foreign Railways) স্টেশনের নাম সর্বদা সম্পূর্ণ লিখতে হবে এবং অন্য রেলওয়ে স্টেশনে পাঠানো বার্তায় স্থানীয় কোড শব্দ কখনো ব্যবহার করা যাবে না।
(g) The codes prescribed in the Working Time Tables issued from time to time, must be used , and attention is drawn to the Telegraph Code Books is use. The names of station of Foreign Railways, however, should always be written in full and local code words must never be used in messages address to Foreign Railway stations.
