Despatch of Relief Train : 1417 :
(ক) সহায়তার বার্তা পাওয়ার পর ন্যূনতম বিলম্বে উদ্ধারকারী ট্রেন প্রস্তুত করতে হবে। গুরুতর দুর্ঘটনাস্থলে বা যেখানে প্রধান রেললাইন অবরুদ্ধ হয়ে আছে সেখানে যাওয়ার সময় উদ্ধারকারী ট্রেন অন্য যেকোনো ট্রেনের চেয়ে অগ্রাধিকার পাবে।
(a) Relief Train must be got ready with the least possible delay after receipt of assistance messages. Relief Trains proceeding to the site of a serious accident or where main running lines are blocked must have precedence over all other trains.
(খ) নন-কন্ট্রোলড এলাকায় লাইন খালি রাখার জন্য উদ্ধারকারী ট্রেনের আগে সতর্কবার্তা পাঠাতে হবে। কন্ট্রোলড এলাকায় কন্ট্রোলাররা প্রয়োজনীয় ব্যবস্থা গ্রহণ করবেন।
(b) Warning messages should be sent ahead of Relief Trains to keep the line clear on non-controlled areas. Controllers should make necessary arrangment in control areas.
(গ) যেসব স্টেশনে 'এ' শ্রেণীর উদ্ধারকারী ট্রেন থাকে, সেখানে একটি ইঞ্জিন সবসময় প্রস্তুত (ইন স্টিম) রাখতে হবে যাতে তা যেকোনো সময় বের হতে পারে। অন্যান্য স্টেশনে রানিং শেড ফোরম্যান বিধিনিষেধ বিবেচনা করে তাৎক্ষণিকভাবে প্রস্তুত থাকা যেকোনো ইঞ্জিন ব্যবহার করবেন।
(c) At stations where A class Relief Trains are stabled, an engine must be maintained in steam ready to go out. At other stations the Running Shed Foreman will utilize any engine that happens to be ready at the moment with due regard to restrictions.
(ঘ) উদ্ধারকারী ট্রেনের মেডিকেল চেস্ট বা ফার্স্ট এইড বক্সগুলো এমন উপযুক্ত স্থানে রাখতে হবে যেখানে সহজে পৌঁছানো যায়। চাবিগুলো মেডিকেল বিভাগের কাছে থাকবে, তবে চাবির একটি অনুলিপি (ডুপ্লিকেট চাবি) উদ্ধারকারী ট্রেনের ভেতর মেডিকেল চেস্টের কাছাকাছি একটি উপযুক্ত ও দৃশ্যমান স্থানে কাঁচের ঢাকনাযুক্ত সিল করা বক্সে রাখতে হবে। চাবির প্রয়োজন হলে কাঁচ ভেঙে চাবি বের করতে হবে।
(d)Medical Chests in Relief Train or Vans should be kept in a suitable place where they will be readily accessible. The keys should be with the Medical Department, but duplicate keys must be kept in the Relief Train or Van in a properly sealed and glass fronted box, which should be fixed to the side or end of the van in a suitable and conspicuous position, close to the Medical Chests, the glass to be broken when the keys are required.
(ঙ) দুর্ঘটনাস্থলের সবচেয়ে কাছের রানিং শেড ফোরম্যান সহায়তার বার্তা পাওয়ার সাথে সাথে সেখানে কাজ করার জন্য ক্রেন পাঠানোর ব্যবস্থা করবেন। টেলিগ্রামে পরিস্থিতি অনুযায়ী '৪০ টন স্টিম ক্রেন', '৩০ টন স্টিম ক্রেন' বা '১২ টন স্টিম ক্রেন' শব্দগুলো সম্পূর্ণ লিখতে ও সিগন্যাল দিতে হবে।
. (e) The Running Shed Foreman, headquartered nearest to the place of accident will immediately on receipt of message calling , for assist working there, In telegrams the works 40 ton Steam Crane ,30 ton Steam Crane or 12 ton Steam Cr4ane as the case may be written and signalled in full (f) In case the crane is required to be dispartched by goods train, this must be arranged with Station or Control Staff. Telegraphic requisitions for steam crane may be made by any competent official . The name and designation of the sender of telegram should be careful stated in such messages. If no method of dispatch is defined in the telegram. the crane will be dispatched by special engine. but requisitioning officials, if running lines are not affected may authorize dispatch by the first through goods train.
(চ) যদি ক্রেনটি মালবাহী ট্রেনে পাঠানোর প্রয়োজন হয়, তবে স্টেশন বা কন্ট্রোল স্টাফদের সাথে এর ব্যবস্থা করতে হবে। যেকোনো যোগ্য কর্মকর্তা স্টিম ক্রেনের জন্য টেলিগ্রামের মাধ্যমে চাহিদা পাঠাতে পারেন। টেলিগ্রামে প্রেরকের নাম ও পদবি স্পষ্টভাবে উল্লেখ করতে হবে। টেলিগ্রামে পাঠানোর কোনো নির্দিষ্ট মাধ্যম উল্লেখ না থাকলে, ক্রেনটি বিশেষ ইঞ্জিনের সাহায্যে পাঠানো হবে। তবে যদি প্রধান রেললাইন প্রভাবিত না হয়, সে ক্ষেত্রে চাহিদাকারী কর্মকর্তা প্রথম সরাসরি মালবাহী ট্রেনে ক্রেনটি পাঠানোর অনুমতি দিতে পারেন।
(g) On non control areas , if the steam crane wired for, is away from its headquarters station, the running shed foreman under whose charge the crane is, must exercise his descretion as to the advisability of recalling it. according to the nature of the work on which it is being utilized, and its distance away, or wire to the running shed foreman of the shed,where another steam relief Relief Crane is located nearest to the scene, to dispatch the crane to scene of accident . Should be decide on the latter alternative, a copy of the telegram must be sent to the official at site of accident. who applied for the crane, and also to the District Officers concerned. The running shed foreman wired to will act as stated above.
(ছ) নন-কন্ট্রোলড এলাকায় যদি কাঙ্ক্ষিত স্টিম ক্রেনটি তার সদর দপ্তরের বাইরে থাকে, তবে সংশ্লিষ্ট রানিং শেড ফোরম্যান ক্রেনটি যে কাজে নিয়োজিত আছে তার প্রকৃতি এবং দূরত্বের ওপর ভিত্তি করে সেটিকে ফিরিয়ে আনা সমীচীন হবে কি না তা নিজের বিচক্ষণতা দিয়ে নির্ধারণ করবেন। অথবা তিনি দুর্ঘটনাস্থলের সবচেয়ে কাছে অবস্থিত অন্য একটি রানিং শেডের ফোরম্যানকে টেলিগ্রামের মাধ্যমে ক্রেনটি দুর্ঘটনাস্থলে পাঠানোর অনুরোধ করবেন। যদি তিনি দ্বিতীয় বিকল্পটি বেছে নেন, তবে টেলিগ্রামের একটি কপি দুর্ঘটনাস্থলে আবেদনকারী কর্মকর্তা এবং সংশ্লিষ্ট জেলা কর্মকর্তাদের কাছে পাঠাতে হবে। টেলিগ্রামপ্রাপ্ত রানিং শেড ফোরম্যান পূর্বোক্ত নির্দেশনা অনুযায়ী কাজ করবেন।
(h) In the event of a second steam crane being required a special application must be made by telegram to the running shed foreman of the nearest shed where another steam crane is located, copy , as as before to the District Officers concerned.
(জ) যদি দ্বিতীয় আরেকটি স্টিম ক্রেনের প্রয়োজন হয়, তবে নিকটবর্তী যে শেডে আরেকটি স্টিম ক্রেন রয়েছে সেখানকার রানিং শেড ফোরম্যানের কাছে টেলিগ্রামের মাধ্যমে বিশেষ আবেদন করতে হবে এবং পূর্বের মতোই সংশ্লিষ্ট জেলা কর্মকর্তাদের কাছে এর কপি পাঠাতে হবে।
(i) If other assistance is required in addition to the crane. this should be stated in the telegram calling for the cane. when a steam relief crane is required at a considerable distance from where it is stationed. unless circumstances render it desirable for such gang to travel with the crane special. Such assistance , however, if obtainable nearer tat hand than from teh crane headquarters should be so procured.
(ঝ) ক্রেন ছাড়াও অন্য কোনো সহায়তার প্রয়োজন হলে ক্রেন চাওয়ার টেলিগ্রামেই তা উল্লেখ করতে হবে। যখন স্টিম উদ্ধারকারী ক্রেনটি তার অবস্থানস্থল থেকে অনেক দূরে নিয়ে যাওয়ার প্রয়োজন হয়, তখন উদ্ধারকারী দল (যদি প্রয়োজন হয়) যাত্রীবাহী ট্রেনে চড়ে সেখানে যেতে পারে, যদি না পরিস্থিতি এমন হয় যে তাদের ক্রেনের সাথেই বিশেষ ট্রেনে ভ্রমণ করতে হবে। তবে ক্রেন সদর দপ্তরের চেয়ে কাছাকাছি কোনো স্থান থেকে এই ধরনের সাহায্য পাওয়া সম্ভব হলে সেখান থেকেই তা সংগ্রহ করা উচিত।
(j) When there is no Brake van or Guard available for the dispatch of a breakdown crane, the Running Shed Foreman must arrange to attach his relief his Relief van as Brake van and send a competent person to act as a Guard
(ঞ) ব্রেকডাউন ক্রেন পাঠানোর জন্য যদি কোনো ব্রেক ভ্যান বা গার্ড পাওয়া না যায়, তবে রানিং শেড ফোরম্যানকে তার উদ্ধারকারী ভ্যানটিকে ব্রেক ভ্যান হিসেবে যুক্ত করার ব্যবস্থা করতে হবে এবং গার্ড হিসেবে কাজ করার জন্য একজন যোগ্য ব্যক্তিকে পাঠাতে হবে।
When one or more lines are blocked by an accident, or there are cranes or material trains operating at the site General Rule 164 for protecting such lines must be strictly observed.
যখন কোনো দুর্ঘটনা, ক্রেন বা মালবাহী/উপাদানবাহী ট্রেনের কাজের কারণে এক বা একাধিক রেললাইন অবরুদ্ধ হয়ে পড়ে, তখন সেই রেললাইনগুলো সুরক্ষিত রাখার জন্য সাধারণ নিয়মাবলীর ১৬৪ নম্বর নিয়ম (জি.আর. ১৬৪) কঠোরভাবে মেনে চলতে হবে।
