উদ্ধারকারী দলের কর্মীদের খাবার সরবরাহ

Supply of food stuff to Relief Gangs

(ক) এটি মনে রাখা প্রয়োজন যে, দুর্ঘটনাস্থলে উদ্ধারকাজে নিয়োজিত কর্মীরা সাধারণত বিনামূল্যে খাবার পাওয়ার অধিকারী নন। তবে কেবল জরুরি পরিস্থিতিতে (যেমন: রেললাইন ভেঙে যাওয়া বা বড় ধরনের দুর্ঘটনা ইত্যাদি) এই সুবিধা দেওয়া যেতে পারে, যেখানে কর্মীদের তাদের সদর দপ্তর থেকে ২৪ ঘণ্টারও বেশি সময় দূরে থাকতে হয় অথবা দুর্ঘটনাস্থলের পরিস্থিতি এমন হয় যে খাবার সংগ্রহ করা অত্যন্ত কঠিন হয়ে পড়ে। অন্যথায়, সরবরাহকৃত খাবারের খরচ কর্মীদের কাছ থেকে আদায় করা হবে। তাই, এই বিষয়ে সিদ্ধান্ত নেওয়ার মূল দায়িত্ব থাকবে ঘটনাস্থলে উপস্থিত সবচেয়ে সিনিয়র সাব-অর্ডিনেট বা অধস্তন কর্মকর্তার ওপর।

(a)It is to be noted that staff engaged in relief operations at the site of an accident are not normally entitled to free food. Relief in this respect is however to be given only in emergent cases e.g. breaches accidents etc. when staff are required to live away from their headquarters more than 24 hours or ehen conditions at site are such that food cannot be procured without considerable difficulty. Otherwise , the cost of the food stuff supplied is to be recovered from the staff. It is , therefore, clear that the responsibility for deciding this will rest with the senior most sub ordinate.

(খ) বিনামূল্যে খাবার দেওয়ার এই বিশেষ সুবিধাটি কেবল তখনই প্রযোজ্য হবে যখন উদ্ধারকাজের কারণে রেললাইন বা যাতায়াত ব্যবস্থা ২৪ ঘণ্টা বা তার বেশি সময় ধরে বন্ধ (ব্লক) থাকবে। এটিকে একটি যৌক্তিক ন্যূনতম সময়সীমা হিসেবে ধরা হয়েছে এবং বিশেষ বিবেচনা ছাড়া এই সুবিধার পরিধি বাড়ানোর কোনো প্রস্তাব করা হয়নি।

(b) This concession of free food would be applicable in cases where the block is of 24 hours duration and above. This is considered a responsible minimum and it is not proposed to extent the privilege to be considered on merits.

(গ) যখন কোনো কর্মীকে খাবারের খরচ পরিশোধ করা থেকে অব্যাহতি দেওয়ার সিদ্ধান্ত নেওয়া হবে, তখন ঘটনার বিস্তারিত বিবরণ এবং গৃহীত পদক্ষেপের পূর্ণ যৌক্তিকতা অবিলম্বে বিভাগীয় প্রধানের কাছে রিপোর্ট করতে হবে, যাতে চেয়ারম্যানের কাছ থেকে প্রয়োজনীয় অনুমোদন নেওয়া যায়।

(c) Where it is decided to exempt staff from paying for the food. details of the case should be reported immediately to the Head of the Department with full justification for the action taken. So that Chairman's sanction may be obtained.

(ঘ) উদ্ধারকারী ট্রেনের দায়িত্বপ্রাপ্ত কর্মকর্তা উদ্ধারকারী দলের কর্মীদের খাবার সরবরাহের জন্য স্টেশনের আয় থেকে সর্বোচ্চ ২০০ টাকা পর্যন্ত খরচ করার অধিকারী হবেন, যা উপরে উল্লিখিত শর্তাবলি সাপেক্ষে প্রযোজ্য হবে।

(d) Teh officer in charge of the Relief Train is authorized to incur such expenditure by drawing form the station earning for the purpose of providing food to the Relief train staff up to a maximum of Rs. 200/ subject to the condition provided above
