Training of Firemen : 1331 :

যেসব লোকোমোটিভে দুজন ফায়ারম্যান থাকেন তাদের মধ্যে প্রধান বা লিডিং ফায়ারম্যান এবং যেসব লোকোমোটিভে একজন ফায়ারম্যান থাকেন তাদের ক্ষেত্রে লিডিং ও অন্যান্য স্তরের সকল ফায়ারম্যানেরই প্রধান সাধারণ এবং সহায়ক নিয়মাবলি সম্পর্কে ভালোভাবে অবগত থাকা অত্যন্ত জরুরি। এর ফলে তারা তাদের দায়িত্ব দক্ষতার সাথে পালন করতে পারবেন, বিভিন্ন পরিস্থিতিতে ড্রাইভারদের বুদ্ধিমত্তার সাথে সহায়তা করতে পারবেন এবং যেকোনো জরুরি অবস্থায় সঠিকভাবে নিজেদের ভূমিকা পালন করতে সক্ষম হবেন。

It is important that the leading firemen, when there are two firemen on a locomotive, and both leading and other grades of firemen employed ofr locomotives which are not manned with two firemen , are conversant with main General and subsidiary Rules, so that they are able to carry out their duties efficiently, assist the drivers intelligently under various working conditions and play their part fully and properly in emergencies.

ইন্সপেক্টরদের দ্বারা এই প্রশিক্ষণের ব্যবস্থা করা উচিত, যার মধ্যে প্রধান সাধারণ এবং সহায়ক নিয়মাবলি অন্তর্ভুক্ত থাকবে; যেমন ডেটোনেটরের ব্যবহার, ট্রেন রক্ষা বা সুরক্ষিত করা, ত্রুটিপূর্ণ সিগন্যাল, সিগন্যালের প্রকারভেদ, অ্যাবসোলিউট ব্লক সিস্টেম, স্টেশনের শ্রেণিবিভাগ, যাত্রা চলাকালীন ট্রেন পরিচালনাকারী কর্মীদের দায়িত্ব, দুর্ঘটনা ইত্যাদি。

The instructions for this should be organised by the inspectors , which should include the principal General and Subsidiary rules, such as use of detenators, protection of trains, defective signals , kind of signals, absolute block system, class of stations, duties of staff working trains during journey, accidents etc.

ফায়ারম্যানদের প্রশিক্ষণের কর্মসূচি এমনভাবে তৈরি করা উচিত যাতে তাদের কর্মঘণ্টা ও প্রাপ্যতার সাথে সামঞ্জস্য রেখে নিয়মতান্ত্রিকভাবে শিক্ষা দেওয়া যায়। প্রয়োজনে তিন মাস বা তার বেশি সময় ধরে প্রতি মাসে এক সপ্তাহের কোর্স হিসেবে এটি বিন্যস্ত করা যেতে পারে। প্রশিক্ষণ কোর্স শেষ করার পর, প্রত্যেক ফায়ারম্যানকে সংশ্লিষ্ট ইন্সপেক্টর দ্বারা মৌখিক পরীক্ষা দিতে হবে এবং তাদের পরীক্ষার ফলাফল সার্ভিস রেকর্ডে লিপিবদ্ধ করা হবে। যারা পরীক্ষায় অকৃতকার্য হবেন তাদের দ্বিতীয়বার প্রশিক্ষণের সুযোগ দেওয়া হবে। চূড়ান্তভাবে কেবল পরীক্ষায় উত্তীর্ণ ফায়ারম্যানদেরই মেইন লাইনে ডিউটির জন্য বুকিং দেওয়া হবে। প্রতি তিন বছর পর পর ইন্সপেক্টরদের দ্বারা ফায়ারম্যানদের পরীক্ষা নেওয়া হবে এবং ড্রাইভার ও শান্টারদের মতো একইভাবে তাদের যোগ্যতা সনদ ইস্যু করা হবে।

The programme for the training of firemen should be so prepared that , within the availability of firemen systematic instructions are imparted. This may be achieved by spreading out the course of one week each over a period of three months or even longer if found necessary. Each fireman , on completion of training course, should be tested orally be teh Inspector concerned and their performances should be recorded in their service records. Those who fail in the test should be given a second training course. Ultimately ony those who pass the test should be booked for main line service. Every three years the firemen should be tested by the Inspectors and competency certificate issued in the same manner as is done for drivers and shunter passed drivers.
